QUESTIONA remote pilot in command plans a flight using a visual observer and a non-certificated person who will manipulate the flight controls. Under § 107.49(b), which persons must the remote pilot in command ensure are informed of the emergency procedures and potential hazards before flight?

  1. AOnly the visual observer, because the pilot supervises the other person.
  2. BAll persons directly participating in the operation.
  3. COnly persons who hold a remote pilot certificate.
Show the answer and explanation

Correct answer: B. All persons directly participating in the operation.

  • A — incorrect The study guide states that the briefing is given to any visual observers and to any non-certificated person allowed to manipulate the flight controls; supervision does not remove the briefing requirement.
  • B — correct § 107.49(b) requires the remote pilot in command to ensure that all persons directly participating in the operation are informed about the operating conditions, emergency procedures, contingency procedures, roles and responsibilities, and potential hazards.
  • C — incorrect The briefing requirement is based on participation in the operation, not on whether the person holds a remote pilot certificate.

BACKGROUND

Before every flight, § 107.49 lists actions the remote pilot in command must take. One of them, in paragraph (b), is to ensure that all persons directly participating in the small unmanned aircraft operation are informed about the operating conditions, emergency procedures, contingency procedures, roles and responsibilities, and potential hazards. The Remote Pilot Study Guide adds that this briefing goes to any visual observer (VO) that might be used and to any non-certificated person who is allowed to manipulate the flight controls. Effective team communication therefore starts before the aircraft leaves the ground.

STUDY TIP

Tie the briefing rule to the phrase "directly participating"; anyone with a role in the flight, certificated or not, must be briefed.

KEY POINTS

  • § 107.49(b) requires a preflight briefing of all persons directly participating in the operation.
  • The briefing covers operating conditions, emergency and contingency procedures, roles and responsibilities, and potential hazards.
  • Visual observers and non-certificated persons manipulating the controls are included.
