BACKGROUND

Section 107.35 prohibits a person from manipulating the flight controls, or acting as remote pilot in command (remote PIC) or visual observer, in the operation of more than one unmanned aircraft at the same time. The rule is tied to the person, not to the aircraft's weight or to airspace. It exists because the see-and-avoid and situational-awareness duties in §§ 107.31 and 107.37 depend on each crewmember's full attention on a single aircraft. Operating several aircraft simultaneously requires a waiver, since § 107.35 is listed in § 107.205 as a regulation subject to waiver.
