BACKGROUND

A manufacturer's inspection program is contained in the Instructions for Continued Airworthiness required by 14 CFR § 23.1529 and § 25.1529. Among the required content are a description of the airplane and its systems, servicing information, maintenance instructions with scheduling information, recommended overhaul periods, the inspection program itself, diagrams of structural access plates, a list of special tools, and details for the application of special inspection techniques, including radiographic and ultrasonic testing where such processes are specified. The Instructions for Continued Airworthiness also contain an Airworthiness Limitations section that is segregated and clearly distinguishable, stating mandatory replacement times and structural inspection intervals and procedures. That section carries a statement that it is FAA-approved and specifies maintenance required under 14 CFR § 43.16 and § 91.403 unless an alternative program has been FAA-approved.
