BACKGROUND

Restricted areas are special use airspace where flight is not wholly prohibited but is subject to restrictions because of unusual, often invisible hazards such as artillery firing, aerial gunnery, or guided missiles. The Remote Pilot Study Guide warns that penetration of a restricted area without authorization from the using or controlling agency may be extremely hazardous. Section 107.45 codifies this for small unmanned aircraft: no person may operate in prohibited or restricted areas unless that person has permission from the using or controlling agency, as appropriate. This requirement is independent of the airspace class; a remote pilot in Class G still needs no Air Traffic Control (ATC) authorization under § 107.41, but does need agency permission for the restricted area.
