BACKGROUND

Under 14 CFR § 21.50, the holder of a design approval must provide Instructions for Continued Airworthiness (ICA), and the airworthiness standards (for example §§ 23.1529 and 25.1529 with their appendices) prescribe the ICA content. The Aviation Maintenance Technician Handbook–General explains that the ICA must contain a separate and clearly distinguishable section titled "Airworthiness Limitations," and that within this section are mandatory replacement times, structural inspection intervals, and related inspection procedures. 14 CFR § 43.16 then requires anyone performing an inspection or other maintenance specified in an Airworthiness Limitations section to do it in accordance with that section, or with operations specifications approved under part 121 or 135, or an inspection program approved under § 91.409(e). The handbook adds that a technician who lacks the required current information is in violation of §§ 65.81(b), 43.13(a), and 43.16 if they return the aircraft to service.
