These are 14 CFR part 21, Certification Procedures for Products and Parts; part 43, Maintenance, Preventive Maintenance, Rebuilding, and Alterations; and part 91, General Operating and Flight Rules. The handbook's charts show most of the other airworthiness certification regulations linking to one of these three. Part 43 is described as the heart of aviation maintenance, and § 91.403(b) ties part 91 directly to part 43 by requiring that maintenance be performed as prescribed in part 43.
