BACKGROUND

Category 1 is the simplest category for operations over people because it does not require a declaration of compliance. Under § 107.110(a), the remote pilot in command must use a small unmanned aircraft that weighs 0.55 pounds or less on takeoff and throughout the duration of each operation, including everything that is on board or otherwise attached to the aircraft, and that has no exposed rotating parts that would lacerate human skin. Because the limit counts attachments, adding a camera, lights, or other payload can push an otherwise eligible aircraft over the limit. In this example, 0.45 pounds plus 0.15 pounds equals 0.60 pounds, so the flight cannot be a Category 1 operation.
