BACKGROUND

§ 107.205 lists the part 107 regulations from which a certificate of waiver may authorize a deviation. Visual line of sight (VLOS) operation under § 107.31 is on that list, so the Administrator can in principle waive it. However, § 107.205(c) adds that no waiver of § 107.31 will be issued to allow the carriage of property of another by aircraft for compensation or hire. The same restriction appears in § 107.205(a) for waivers of § 107.25, operation from a moving vehicle or aircraft. A waiver request for beyond-visual-line-of-sight delivery of other people's property for a fee therefore cannot be granted under part 107.
