BACKGROUND

An applicant for a declaration of compliance must provide remote pilot operating instructions for a Category 2 or Category 3 aircraft under § 107.120(b)(2) and § 107.130(b)(2). At a minimum, the instructions must address three items: a system description including the required components, system limitations and declared categories; modifications that will not change the ability of the system to meet the requirements for its categories; and instructions for verifying and changing the mode or configuration if it is variable. The modifications item lets a remote pilot know which changes, such as accessory swaps, keep the aircraft within its declared category. Any other modification could take the aircraft outside the tested configuration.
